Turning the Dial - At the end of your turn, if the assigned character
was given a non-free action, roll a d6 that can’t be rerolled and turn the
Utility Belt to the right that many times. If a special power is revealed while
turning the dial, immediately stop turning the dial.

action and turn the Utility Belt to any click that does not have
a special power. Do not otherwise turn the dial at the end of
your turn.
Just to clarify here, if I'm on Special Power 1 (Prep Time), do I still turn the dial for taking a non-free action? The "Do not otherwise turn the dial at the end of your turn." implies to me that I can stay on the top dial with +1 to all stats until I decide to take the double power action.
Also, does this mean after taking the double power action, I'll need to roll a d6 to turn the dial right after?

You don't HAVE to give the DPA to select a different slot. You can give the character a move action, then roll as normal. And the " do not otherwise turn" is only if you use the special power.
Prep time special power states do not otherwise turn the dial.
