ALWAYS PREPARED: Batman can use Incapacitate. If he has no action tokens, he can use it as a free action.
Can Batman use Incap as a free action (as long as he has no action token) as many times as he can on a turn? I'm just assuming because it doesn't state that you can only use it once as a free action. Or is that an automatic statement meaning only one free action per turn. Just want a clarification. Thanks

Unless otherwise stated in the Power, can only use a Free Action to activate the same power once per turn.
When you say "Power", does this pertain to power actions? Or is there a category that has this list of powers that you can use per turn as a free action?

Actually its not limited to powers. You can only give a character a free action to activate a game effect once per turn unless otherwise stated. If a character had "Give this character a free action and give an opposing character an action token", there is no standard power (charge, Super Strength) there, but it can still only be activated once per turn, normally.
Of course I have to mention the obligatory Mind Control exception. When using MC, that rule actually becomes once per turn per Mind Controller.
Example: You have figure X with the action token giving ability from above. I have 2 figures with MC. On your turn you use the special ability. On my turn I have my MC'ers both MC your figure (during two separate actions of course) each time I successfully MC your figure I can use the action token giving ability.
Also, Multi-attack specifically says that the 2 free actions can be used to activate the same power.
