YOU HAVE YOUR ORDERS, NOW MOVE!: Nick Fury can use Stealth. When you give Nick Fury a move action, at the end of the turn, remove an action token from another friendly character that was given a move action this turn and possesses the Howling Commandos, Secret Warriors, or S.H.I.E.L.D. keyword.
You can remove tokens from any figure if your opponent isn't looking.
Not sure if it's what you're looking for but Dr. Manhattan (Retail I think) doesn't take Tokens. Also my memory tickles me about...something that let's you remove a token when a friendly character is KO'd.

Not quite the same, but Lt Gordon lets figures move without taking a token.
If doing stuff without being given a token counts, consider the Show Off feat:
Show Off
Prerequisites: Duo
Choose a character. When using the Duo Attack ability, if this character KO's an opposing character with the first attack, you may choose to not give this character a free action for the second attack. Instead, do not give this character an action token for the action, though the action still counts towards your available actions.
And honorable mention to Justice League (New 52) as being a semi-reliable way to clear your team.

FORTUNE TELLING: Give Madame Xanadu a power action and choose an adjacent character. When that character misses with an attack this turn, after actions resolve you may remove one action token from that character.
Captain America Set Nick Fury is incredible for this reason.

On a result of 3-6, deal the target 1 unavoidable damage for each token and remove the tokens, on a 1 or 2, deal the target 2 unavoidable damage for each token and remove the tokens. This ability can only be used once per turn.
