from the Birds of Prey Fast Forces, Oracle has this Defense ability:

MOVING THE PIECES INTO PLACE: Give Oracle a power action and choose another friendly character that shares a keyword with her and has no action tokens. That character is immediately given a move action as a free action with their speed value halved for this action.

can I give a carrier a free move action and have that character carry another character? will the movement be -2 before halving the speed value or half the speed value first before the -2? also, after that, can I still give the carrier another move action as it's non-free action? or maybe if the character has running shot or charge, can I use that still?

The 'halving' in this instance is a replacement value.

Just like charge/etc. So they can carry and the -2 will come after the halving, just like charge.

Yes, meaning you can carry the whole team (or a majority of it) 15 squares across the board should you find such a move useful. Just be sure to land somewhere safe, because they still can't take a non-free action afterwards!
