The rules description of TK and objects says you can use TK to place an object in clear terrain. And the section on terrain describes clear terrain as any square not containing hindering or blocking terrain, it doesn't indicate figures affecting it. Does this mean a clear square containing a figure is still clear terrain? Can I TK an object to a square containing an opposing figure and then rather than attack him with it, set the object in the square so the figure would start their next move in hindering terrain and suffer the movement penalties? Or is the figure in the square considered blocking terrain or something?
Apologies if I've missed something obvious one way or the other.

Were in the rule book does it say you can move other charactors with Tele?
Also, if you can move your own figs, can you move oponants?
You don't cut your movement in half if you start on hindering terrain.
I think I can answer your question, You can move an adjacent friendly character up to 10 spawres away, as long as that square is within line of sight of the TKer. To move an oppent 10 squares you must be adjacent and roll against his defense if successful, then the same as above.

From the PAC:
Telekinesis: This character can use a close combat attack to move another figure or object. The object can be used as a weapon. (Optional)
It then goes on to describe how it is used in different ways.
Pt.2. You do cut movement in half when you start in hindering terrain. If this question is in reference to TK, then you do not cut the range of TK in half.
As to the main question, as far as I know, you cannot TK an object to stop under a figure, as a figure causes a square to no longer be clear.

Would have been nice to be able to do something useful with those low attack TK pieces besides shuttling people around but oh well.
Reason you can'T place an object under a figure with TK is cause you need clear LOF to the square, and the figure blocks LOF to the square it stands in.
