In the next scenario specific, a special feat causes GCPD Cruiser wins the "monster" keyword.
Now, GCPD Cruiser has the power of special Pilot Ability:
Clear the Streets: prerequisites: Gotham City Police team ability or keyword. Once per turn, when GCPD Cruiser passes through a square occupied by an opposing character, immediately place that character in a square within 3 squares and line of fire of its current square and deal it 1 penetrating damage, then complete GCPD Cruiser's movement.
Mind Control (section)
.....When a character is affected by Mind Control, any of its powers previously countered remain countered. Powers and abilities that may only be used once per turn, round, or game may be used accordingly per Mind Controller.....
GCPD Cruiser moves and makes a penetrating damage to enemy character.
Mole Man makes Mind Control on GCPD Cruiser.Then, GCPD Cruiser can be moved for the second time. The restriction of "once per turn" contained in Pilot Ability: Clear the Streetsis reset and I make two moves with 1 penetrating damage each one resulting in 2 penetrating damage per turn.
Yes if you Mind Contol the cruiser you can use the action again.
Mole Man will not be performing the mind control though:

A more likely scenario would be in Golden Age, using the Compel Feat:
COMPEL
Prerequisites: Mind Control
Choose a character.
When the character uses Mind Control, it can target a single friendly character that has already been given an action this turn. If the attack succeeds, after the action is resolved deal 1 unavoidable damage to the target.

if you are giving the cruiser monster keyword than yes it works like you think.
if you are waiting for an orange to respond than you may end up waiting awhile for a couple of reasons. first of all it's the weekend and the guys that volunteer here are busy. second this is a basic question that has been asked and answered numerous times and could be confirmed with a simple search so it is probably a low priority.
if it makes you feel any better daiorka is pretty sharp with his rules knowledge.
I have a tournament today at 13.00 hrs. ... and is tournament rule that special feat... that's why I want to know what...and of course I thank Dairoka and MisterId for their responses.
If you somehow give the GCPD cruiser the monster keyword, then Mole Man could mind control it and have it run over people a second time.
If you had 4 mole men, you could make it run over people an additional four times.
Thanks mate... in truth I have already sought clarification of this, but my question is to know if apart from being able to move again also the power applied twice
It's a resounding yes! All Once per turn, Once per game, Once per fiscal quarter game effects are reset for each mind controller. So if you had 1 mind controller running compel, you could do it twice a turn. If you had 2 mind controllers running compel, you could do it 3 times a turn....

Fun fact: if you Mind control you can burn your free action on...a free action like a character's perplex/outwit!
