I was told when you use pulsewave and if your are attacking only one opposing character, that your damage dealt becomes your printed damage and that you cannot perplex or modify your damage. I can't find anything that says this, i know when you use pulsewave and there are more than one characters within range it becomes one and is locked. But i can't find anything saying pw is printed damage when attacking only one opposing character.
To clear up, what is the line that says "If two or more characters, This damage value becomes 1 and is locked.
What is this talking about?
The way I been playing is damage is printed dial until I can draw line of fire to two or more targets then my damage on dial becomes 1 and is locked. (But under the power all targets within half range have to be targeted including friendlies.)
So to keep the damage from becomine locked at 1 you can position your character so that the only thing in range is 1 enemy target. there fore damage is not 1 and locked.

I'm just going to post the full text of the power, since your quote seemed to be missing a word or two:
Quote
PULSE WAVE Give this character a ranged combat action; it can use [Improved targeting- Ignores hindering terrain,Ignores characters, May make a ranged combat attack while adjacent
to an opposing character] and halves its range value until the action has been resolved.
Draw lines of fire to all characters within range in every direction, including
at least one opposing character. All game effects possessed or used by other characters with a line of fire drawn to them are ignored until the action has been resolved. If ignoring a game effect would cause a character with a line of fire drawn to it to no longer have a line of fire drawn to it, then it is not ignored. If lines of fire can be drawn to two or more other characters, this character’s damage value becomes 1 and is locked. Make a single ranged combat attack and compare the attack total to the defense value of all other characters with a line of fire drawn to it; each character hit is dealt damage.
The underlined line is what tells you that the damage value is replaced with 1 and locked if two or more other characters have lines of fire drawn to them. If you can only draw line of fire to one other character, nothing tells you to replace and/ or lock the damage value, so you get to use your full damage value (including any modifiers) just like you would with any other attack.

Yea thats what I thought.
So if Storm could only target Mystique and Storm had damage 2 showing.
and hits Mystique, then Mystique would takes 2 damage.
Now if Storm could target Mystique and Blob. Storms damage then becomes 1 to Mystique and Blob. So both Brotherhoods would take 1 each.
I had a Pulse Wave question come up the other day, so I'll piggy back it here...
If I hit an opposing figure with Pulse Wave where the attack roll was doubles and the target character had Charge showing on their dial, would that figure be knocked back? I think so, because at the time of the hit they can't use Charge because it is being ignored, but I'm not positive.

I would think so because of it being ignored.
To piggy back on your piggy back - if they are knocked back into a wall and they have combat reflexes (or toughness) showing? Did they get it back before they slam into the wall or do they take the damage?

knockback is part of resolving the action, so I would say you´re correct.
If you need the 2012 Rules Book and PAC in Spanish PM me ^ What he said. Vlad´s Stamp of approval
However, if the character with CR is knocked back out of range of the pulsewave before going splat, his CR would no longer be ignored (so would not take knockback damage from hitting the wall).

Yes, it would still be ignored.
Nothing in the Pulse Wave description states the ignoring stuff ends if the character is moved out of range. Instead, once effects are ignored, they stay ignored until the action resolves.
The character could get blasted halfway across the map, and it would still have its effects ignored until you end the PW.
