So, can he copy a standard power that is in a special power? How about can he copy willpower from an opponents indom?

It looks like it should work that way but for some reason I want to say no...

If the special power says the character "can use" a standard power, then Taskmaster "can use" it, too.

He shouldn't be able to copy any part of any special power technically. But, it has been ruled that he can copy powers named in special powers but cannot use any other part of the special power.

Both of those would be alright. Just remember that if a character has a special stipulation, such as Namor occupying water terrain, then you would only be able to choose a standard power when Namor is in Water Terrain. Task Master would also not be limited once choosen. If Namor leave the terrain, Task Master can still use the power till the end of the turn.

Yes to both.

With all the posts I've been seeing so far about him being able to copy standard powers even if the target "can use" it as granted by a special power, is it safe to assume that Tasky can also use PR to copy standard powers that a target can use as granted by a resource / relic?

Yes. Any source of "can use" will do.
