Hello there, so I recently acquired the #007 Justice League 52 Green Arrow with the three target Energy Explosion and sharpshooter abilities. I believe I have a solid understanding on the targeting, but how exactly is EE damage distributed based off its new rulings?
An example from a post on hcrealms dating back to ~April 2012 by W.I.T. demonstrated the following:

C = character with EE and 3
1,2,3,4,5 = opposing characters
The new Energy Explosion rule from 4/16/2013 states:

When this character is given a ranged combat action and deals damage, an area of effect may include all untargeted characters that are adjacent to one or more hit targets. Hit targets are dealt damage normally, other hit characters are dealt 1 damage for each printed on this character’s base.
Seeing as Green Arrow can target three figures with EE, would a successful roll indicate that all figures adjacent to the three targeted figures are being hit for at least three damage? and furthermore, does the overlap of targeted figure radii on adjacent figures indicate multiple strikes of three damage?

Totally forget everything about the old energy explosion. There is no such thing as multiple splashes onto the same character under the 2013 PAC. The non-targeted adjacent characters would be dealt 3 damage each, no matter how many of the original targets they are adjacent to.
The "area effect" new rule allows you to hit characters that were NOT targeted.
Characters Targeted = Divide Damage Value (full damage value) amongst the TARGETS
The other NOT Targeted Characters = Take Damage equal to number of Bolts.
So you do splash damage to adjacent figures that were not targeted by the normal divide full damage portion of the attack.

Characters that are adjacent to the target(s) are dealt damage equal to the number of printed . It no longer matters how many times a characters is hit; overlapping the areas of effect will change nothing.
So barring critical hits, Green Arrow and his will simply deal 3 damage to the characters in the area of affect. The targets are dealt damage normally, like any other ranged combat attack, dependent on his damage value and any modifiers it may be subject to.

Thank you all for the hasty responses. So it would seem that it is but a game of numerical manipulation. I will certainly keep this all in mind in the future!

You've basically described most any game involving dice
I suppose the main query I should be making is whether or not three EE's are taking place. I now understand their inability to stack, but is it possible to target separate groups with his and have separate EE's take effect, thereby maximizing his threat level?

I would potentially disagree. If a hit is guaranteed, I would agree with you. But if #2's defense is ridiculously high, targeting a second character is still a good idea.

Each target doesn't need to be anywhere near the others. Your character could be shooting in completely opposite corners of the map.
