So I was playing this figure the other day and I wanted to know how her special power works with the new rules. I gather that the splash damage from EE would be penetrating but does the wording of her power mean that the damage done to the targets is also penetrating?

Yes, all damage dealt while she is using EE is penetrating damage.

Yep. M10 Rare Green Goblin has a similar power.

Not PB, you still have to make that distinction if you come across a figure that ignores PB when attacked. So she is great against the old school colossal figures who would ignore PB.

How does the following line from the Player's Guide affect Living Stellar Flame?

Do all of her attacks still deal penetrating damage, or only the ones that have an AoE.

What about the Recharge Feat?

Only attack using Energy Explosion are penetrating.

All ranged attacks use EE.

My question is does this now mean, that only ranged attacks that have an AoE are penetrating or heal the user of the Recharge feat?

Okay, mind fart, I just realized what AoE was. I am having a little trouble understanding your questions. I think what you are asking is if Starfire targets a character with no characters next to it, is there an area of effect thus triggering her penetrating damage?

If she targets a character with characters adjacent to it, but chooses not to create an area of effect, then her damage is not penetrating.

If on the other hand, she hits a character that is alone, she can choose to have an area of effect; even though it will have not impact on other characters; thus making her damage penetrating.

So it's your opinion that if you declare an Area of Effect (even if there is no one to effect) then damage dealt is penetrating?

I would say so since declaring an area of effect does not mean there are other characters in the area to be effected. Kind of like you can throw a grenade at a target and when it goes off it hurts the target but no one else since there was no one else there.
