planning on having a showdown tonight, just needed a bit of clarity. in the event that a character has a white power that grants a standard power (225 pt. iron man's "the futurist", gives perplex and pulse wave) and I have a power that removes enemy abilities to use this power (bat cave defense dial, removes pulse wave) can iron man still use pulse wave through his special power?

"Can not use" generally takes precedence over "Can use", but it can change depending on how each power/ability is worded.

chris is right on; "can't" usually overrides "can."

In your example, Iron Man would not be able to use Pulse Wave.
