"A character may not activate the same game effect twice in one turn with free actions, unless the game effect indicates otherwise."
If a power grants a free action with restrictions and another power grants the same free action but with different restrictions, are they considered the same game affect or different game affects?
example, can 1 character (D10A007 Nightwing can meet all the requirements) be affected by all the below game affects in 1 turn. they all grant slightly different free movement actions. My judge ruled they are different powers, so different game affects, but i could also see it being ruled they are all free move actions so the same game affect, or ruled they are different not because they come from different powers but because the free action granted has different restrictions so are different game affects.
Lt. Gordon
"GET THESE MEN INTO POSITION!: Give Lt. Gordon a power action; you can immediately give him and up to two adjacent friendly characters who possess a team ability or keyword possessed by Lt. Gordon a move action as a free action, replacing all characters' speed values with Lt. Gordon's unmodified speed value."

"At the beginning of your turn, characters using this team ability that have no action tokens may be given a move action as a free action, with a speed value of 4. "

"MOVING THE PIECES INTO PLACE: Give Oracle a power action and choose another friendly character that shares a keyword with her and has no action tokens. That character is immediately given a move action as a free action with their speed value halved for this action."
In the examples provided, no, Nightwing cannot be affected by all three of those abilities. Reason being is that in each case Nightwing attempts to take a move action as a free action which is blocked by the no duplicate free actions rules as you quoted. The various restrictions don't change the end result of what the ability is trying to do.

is there a rule i missed somewhere that better defines that i should consider the same action granted by the different powers the game affect and not the powers which grants the modifed (and so different) actions?' i'm pretty sure in different contexts either/both are game affects.
i know they left what is a game affect open, so game affect can cover everything, but because its so open its hard to know how to rule powers that interact with them.

Sure. You already have the free action rule handy so here's a further clarification on modified actions from the current Golden Age Player's Guide.

Would this work with mind control also? If I mind control the same person twice in the same turn would I have to give him different free actions? For example he couldn't use charge twice.

It depends. Is the same figure using Mind Control twice or is it two different sources of Mind Control? If the source are different then each instance of Mind Control resets all once per turn/per game effects to allow their use through MC. So if you had 10 different character with MC and each one successfully used it against a single character, that character would be able to perform the same action each time.

i dont think move actions are a standard power, otherwise outwit could counter move actions. so i dont think that rule techically applies.
also are game rules, free action rule , considered a game affect? I'm not sure, so this may or may not be another reason that rule doesn't apply
