I searched a few different ways and didn't find what I was looking for.
Here is my question:
Does The Bug (6x3 base) only need to occupy one random square of water terrain to gain the benefits from Submerged?

Or does the entire base have to be contained within the water terrain for the entire base to have lines of fire blocked?

I believe this has been ruled that only the squares in water count for Submerged. It's like how a multi-base character with stealth will only have the portions in actual hindering block LoF.

Nope...if you have one square of the base in water terrain, then you occupy that type of terrain. You might also occupy other types, but this feat only cares if you occupy the terrain.
so you saying its like the bug is dipping his toes in the water you know he is there by his big base but you can't hit him because hes all the way in tho only his toes in in the water?

I see what Harpua is saying. As weird as it sounds, that's how the feat works. I wish it would function more like stealth though.

i thought there was a rule now about mutlibase figs you have to point out which square you targeting from and to so i thought if the other part of the base is out in the opening you can target them but not the one with the water under it

Yeah. That is the rule.
However, that rule isn't relevant here, apples and oranges and whatnot. Because Sumberged blankly blocks LoF to the target, whether the target square would ordinarily be targetable doesn't come into question.
