Her power-Hel in Mephisto's Hell-Says"If an opposing characters within 4 squares would be given an action token, give that character 2 action tokens instead."
So, 1) This does not count as a double power action correct? 2)If you want to shoot Hel from 4or less away and have a token already you can go ahead and attack correct? 3)If you initiate an action (say running shot) from 5 or more away you, and end up within 4 you will take 2 tokens because it's when you actually place the token thatmatters, correct? 4)If her power would place a 3rd token do you deal1 damage instead? I wonder on the last one because there are various situations that "create" a 3rd token and most now seem to deal 1 unavoidable or penetrating damage.

1) No, it is not a double power action. It is whatever action it was and then this power tries to give you an extra token if you were to receive one. Also note that tokens coming from other sources would count too. So if a character friendly to Hela uses Incapacitate on an opposing character within 4 of Hela, that would trigger the second token as well.
2) Yes. You just ignore the extra token because it does not say it *must* be placed.
3) Correct. You place tokens for actions at the end of the action so that's when it would be looking for the token being placed.
4)The only power I can think of that deals penetrating if you already have 2 tokens is Incapacitate. Normally any tokens beyond 2 are simply ignored based on this recent Pg entry:

My wondering about possible damage was from the variety of game effects that allow for effectively a non-free action that would normally cause a 3rd token resulting in 1 unavoidable damage instead(i.e.-MOE , Collossal Stamina,etc...)
