if i am running a team with mokk and figure x for example and i have mokks hammer attached to the book of the skull. if i use my free action to drop mokks hammer on figure x and then mokk is ko'd does a second copy of the hammer hit the map?
The answer is no due to this rule from page 20 of the rulebook:
Any or all of the objects on your force may be special objects, but each special object must not have the same name as any other special object on your force.

so this begs to question there is a guy at my venue that claims you can run the book of the skull with 8 skadis hammers on it since the card does not say one of each. does the special object rule apply or can you in face use 8 of the same hammer?

No. That's stopped by this rule from the Book of the Skull's rules.
Force Construction - The Book of the Skull costs 6 points, plus 3 for each Hammer slot that is activated. Hammers are attached to The Book of the Skull in their corresponding slot.
Skadi's Hammer only has one corresponding slot. The other slots correspond to other different hammers. There's no way to attach two identical hammers to the Book of the Skull.
