BOOM TUBE SNEAK ATTACK: Lex Luthor can use Phasing/Teleport. When he does, after actions resolve, if he moved half his speed value or less, he may be given a ranged combat action as a free action.

Lex is using the Utility Belt in an attempt to thwart Superman once again and is on +2 Stats. Seeing as Lex has most of the Police force in his pocket he uses his Calculator Team Ability to copy the GCPD ata from one of his lackeys and from the free movement granted by the ata activates his Boom Tube Sneak Attack to take Superman by surprise. How many squares can Luthor move with the ata and still get the ranged combat action granted by moving half his speed?
Lex has a base speed of 11 and is getting +2 from the Utility Belt. When he uses the ata his speed is replaced with 4 then modified to 6 thanks to the +2. Which speed value am I checking to see if it's half or less for BTSA?
Good question, I would say it would be either 2 or 3. The GCPD ATA grants a free move at the beginning of the turn with a speed value of 4, so normally I would think 2. But since he has +2 showing, I don't know if the 4 speed value is locked, so if it's not it would get bumped to 6 and then he'd be able to move 3.

Then again, his SP says his speed value, so he might be able to get away with 4 movement. Damn, that would be crazy!

Just remember, Superman learns fast, you can't Boom Tube Sneak Attack him twice in one turn (because of the restriction on not repeating free actions). The next attack (that turn) will have to be more direct.

Just remember, Superman learns fast, you can't Boom Tube Sneak Attack him twice in one turn (because of the restriction on not repeating free actions). The next attack (that turn) will have to be more direct.
Or, don't take a non-free action, stay with no Action Tokens, get the GCPD ATA free move with the free Boom Tube attack every turn, and stay on the UB's +2 all game.
And the GCPD Cruiser or Motorcycle can Carry Lex, for some extra positioning.

According to this you can free Boom Tube then normal Boom Tube. You just can't Psy Blast both times.
There's also this thread that talks about modifiers when using the Boom Tube. It would suggest that Luthor could move 6 (4 from GCPD and 2 from UB) and still qualify for Boom Tube.
Well that would work, I just didn't look at his other powers before posting. Assuming his attack power is outwitted and he isn't gaining a new attack power from one of a million game elements, then he couldn't shoot twice in a turn.

White Queen is also useful for this trick in certain circumstances.
This brings up a question I have.

Their powers are worded in such a way that it has to be Phasing/Teleport in order to activate the attack. So, normally, the character controlling White Queen could just say that they aren't using P/T, but if they put them through a wall, changing elevation with a non flier or some other action that does require P/T, would the player that controls Lex or Quasar be allowed to make an attack during the opponents turn?

Actually, multiple RDs have said you can activate a vanilla ranged or close combat attack multiple times in these situations. I'm on my phone so I can't link the thread.
