Can you use Gas Pellets off of the Utility Belt equipped to TT 001 Robin with Bat Tricks showing? Does the choice of Smoke Cloud count as him being able to use Smoke Cloud if I choose Incap?

If you choose Incapacitate, then Robin would be able to use the Gas Pellets.

If you choose Smoke Cloud, then Robin would not be able to use Gas Pellets per the line from the PG.

Robin can't use either power until he makes the choice, and choosing one means you can not use the other.

Please excuse the necro. So to recap, Astral plane Dr. Strange has smoke cloud showing on its dial, it CAN NOT use the item "Gas pellets" on the Utility Belt?
