For example i have hawk from SOG and he dont have the JLA TA on the card so is a miss print, and well i have a superman marquee who had a jor-el dial (just the info inside) i fix it printin the dial with the right info, is this 2 guys leaal for tournaments?

For your first example, if the dial/base information doesn't match the card, you use the information on the dial/base (unless an errata tells you otherwise).
For your second example, the answer is no, you can not print the correct dial and legally use it in a tournament. The only game elements that are legal for print and play are character cards, bystander tokens, feats, battlefield conditions, ATA's, 2-D special objects and the cards for 3-D special objects and resources.
So for the second example changing the dial make it a custom so....in the tournament rules says
Custom Sculpts: Venues may restrict or allow the use of custom sculpts for their events.
So maybe in not all the venues allow you the use of this....sad because if you have a chase with the wrong dial is a lose of money or a crap in your bank u.u

The problem they dont change prime or chases....thats the problem of the replacement policy, they need to allow the figure if the info was wrong and the guy made it right....is my point of view
