I had a question about Street Fighter TA. Give this character a power action to move up to 3 squares and then make a close combat attack.

Is this affected by hindering, characters, blocking,elevated?

Can you use flurry, exploit I am sure you can't

can you use close combat expert I don't thing

It is just a three square movement so it follows all the standard movement rules.

Also since it says close combat attack pretty much all you can do is a basic attack.

It is affected by hindering in the sense that if you move into hindering you will have to stop, but starting from hindering doesn't halve the 3 movement to 2. This is because this is not a replacement value, but a limit on how much you can move. But if your movement value is 4 (or less), then the halving from hindering will affect how much you can move as your movement value will be less then 3 and you can never move more than your movement value.
