I know I should know the answer to this, but since I don't, I'll ask. If you have a flier with RCE, what can your opponent do, short of outwit your RCE, to make it so you can't use RCE on them? Thanks!
This here should klear up all questions. All the numbers are in the FAQ.
Hovering: A hovering figure is floating near the ground and interacts with non-flying figures as if it were on the ground. To show that a figure is hovering, move the flight indicator to the bottom of the flight stand. A hovering figure may move through opposing figures and blocking terrain. A hovering figure's movement is not affected by hindering terrain. Hovering figures may change elevation and even hover on top of elevated terrain. For purposes of breaking away and close combat, consider a hovering figure to be at the level of the elevation the figure base is on. Hovering is the only flight mode figures may use indoors. Hovering and grounded figures do not have to make a breakaway roll when adjacent to a soaring figure.
1. Hovering figures must roll to break away before they can move. Only while moving can a figure change from Hovering to Soaring, so if the breakaway roll fails, the Hovering figure cannot Soar.
2. Even though "A hovering figure may move through opposing figures," it is still "floating near the ground and interacts with non-flying figures as if it were on the ground." As such, a hovering figure must (just like a grounded figure) stop when it moves into a square adjacent to an opposing figure. If a hovering figure begins its move adjacent to an opposing figure and makes a successful break away roll, it can move through that opposing figure.
3. A Hovering figure that is adjacent to an opposing figure may make a ranged combat attack, but only against adjacent figures.
4. Grounded figures may perform ranged combat actions against adjacent hovering figures, but only if they are NOT ALSO adjacent to any opposing non-flying figures.
5. The S.H.I.E.L.D., Police, and Hydra team abilities and the Enhancement power are included under the rule: "A hovering figure is floating near the ground and interacts with non-flying figures as if it were on the ground." [FAQ]
I think I might have found a loop hole: What if said flyer with rce was standing next to hindering terrain and you then placed an enemy character with stealth adjacent to him in the hindering terrain. Granted to requires a specific situation but it would effectively do what you ask.
