Can i use TT prob conrol if my char didnt move this turn but he has 2 actions tokens?

TTPC requires giving the character an action token. If you can't give them a token then you can't have that character use TTPC.

with "move" i mean he didn't receive a non-free action

I thought that maybe if you meet all the other requirements, the counter action was ignored by the golden rule that you can not have more than two action tokens

There are some situations where a character with 2 action tokens can be give non-free actions: i.e. TA's & colossals, but nothing that allows you to have more than 2 action tokens on a character.
