A thought just occurred to me and I think the answer is no but I thought I'd ask... can a Morph/Revert character's power be a pre-requisite for a feat? Like if I'm using a Spidey that can Morph into another one, but the Spidey I start with doesn't have the pre-requisite power (eg. incap), can I still assign a feat to him (eg. Stunning Blow) as I can Morph into the other version that has it? Or same thing with Revert (eg. Dr. Strange reverting to one that can use the Stunning Blow)?
Logically speaking, they carry any benefits from the "previous version" (relics, resources, feats, etc) so it would make sense, but I'm doubting it would work because it isn't that figure. Anyone have positive input on this?
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

Feats can be assigned to any character, regardless of whether or not they meet the prerequisite on their dial. They just won't be able to use that feat unless they do meet the prerequisite.
So, to answer your question, yes, you can assign Stunning Blow to a version of Spider-Man that can't use Incapacitate if you expect to Morph him into a version that can.
Wow, didn't expect that answer... that must have changed over the last few years while I was away from the game. I know it used to be that you had to have the PR in order to assign the feat and you couldn't use one feat to give the PR for another feat (which is still the case unless there's some random feat that grants possession of a power, but I don't think there is such a feat). So I can put any feat on any figure regardless if they can use it at the time or not... and can I use a relic/resource to activate that, too? Like can you have a figure assigned Trick Shot pick up the Cyclops Phoenix piece that lets you use RCE and gain the benefits of Trick Shot?

Some things to remember... Feats can be assigned to anyone, BUT the 2013 Rulebook tell us:

Also, many Feats have been reworded and are different from what was originally printed on the cards that came in booster packs. Check the latest Players Guide to see what the current language is. For example:

Yeah, I learned that one the hard way during the first or second game I played after I came back to the game. Most of my figures were a good 5+ years old (the newest ones being GSX, but I only got a few of those because I loved the set so much) and I knew they wouldn't be very competitive anymore so I brought a rather cheesy team from the time (F4 with the ATA) and quickly got my butt handed to me. But I had explained my situation to the judge beforehand so he allowed me to use it "the old way" since I didn't know about the change... still didn't help too much with 5 years of power creep. LOL!!
