Take Down: Captain America can use Incapacitate as if he had . When he does and hits 2 characters, he may give one hit character 2 action tokens instead of giving each of them one. If that character can't be given the second action token, deal it one penetrating damage.
I'm confused about how the line about dealing one penetrating damage isn't redundant now with regular incap. Am I missing a rules nuance? The only figures that can't be given two tokens would already have one or two tokens. So under the new incap rules, they would be given a click of penetrating damage anyhow. So is this power basically "cap can use in cap with 2 arrows, and can choose to put two tokens on 1 figure instead of one each on two figures."

It's just to be extra clear that it works that way. It's not giving one action token twice, it's giving two at once. So, if that line wasn't there, assigning two tokens at once wouldn't cause penetrating if they already have one.
Give this character a close combat or ranged combat action to make an attack that deals no damage. If the attack hits, give the target an action token; if the target already has 2 action tokens, deal the target 1 penetrating damage.
If a figure has 2 tokens and is hit with Incap, they are dealt 1 penetrating damage.
You also have the rule that states if a figure can't be given an action token, that part of the power or effect is ignored.
What I think is this:
If Cap incaps a figure that already has 1 token, he gets the second token. The "third" token wants to be placed but can't.
Because the target did not already have 2 tokens, he would NOT be dealt 1 penetrating damage from Incapacitate. The third token is ignored. Because Cap's SP says if you can't place the token the target is dealt 1 penetrating, the damage happens.
To maximize the value, Cap would need to target a figure that already has 2 tokens. Then he would be dealt 1 for Incap and another 1 (both penetrating) due to the power.
That is the way I read it, anyway.
Visible Dials and Pushing Damage need to be optional. This is the way.
