We all know that Basic Powers and Named Powers (even if they grant multiple powers) can.
What about Combat Symbols or abilities like Flight, Move and Attack, Size, Range?
With regards to traits and TAs: If the wording says "possesses" such and such, then such and such CAN be countered?
But if wording says "May use" such and such, then it cannot be countered?
I'm a little confused, and any help would be appreciated.

Any power (standard, special or named) that is possessed can be countered unless the power specifically says otherwise. Combat symbols can't be countered but combat abilities granted by symbols other than the "standard" ones (,,,) can be, unless they say otherwise: you can counter Sharpshooter, or Flight, or Carry but not Giant Reach. Traits cannot be countered, and normally TAs cannot be either, but powers possessed through them can.

It is all in the text of the power:

Outwit
Give this character a free action to counter a power or a combat ability possessed by a single target opposing character until the beginning of your next turn. Any game effects with a duration specified by the countered power or combat ability are removed. A character using this power must be within range (minimum range 6) and line of fire to the target.
So you can counter any power. You are not restricted to just basic and named powers. You can counter special powers, too.
You can counter combat abilities, too, such as Flight.
The big thing is that the power must be possessed by the target. Possession will be determined with possessive phrasing like possesses or has. If something says that a figure can use a specific power or combat ability, then that power or ability cannot be countered.
It should b noted that certain effects which would be otherwise able to be countered may not actually be so because of stating as much in the effect.

There is little that you cannot counter. Team Abilities can be countered HOWEVER standard Outwit cannot counter them. It requires a special ability to counter Team Abilities. Traits cannot be countered, however if the trait states that the character possesses a power you can then counter that power.
Combat Symbols cannot be countered, but the powers/abilities that they grant can be. For instance you cannot counter but you can count the Willpower that it grants. Also remember that you can counter the abilities granted by .
Now with that you must counter these abilities one at a time. So if you counter Flight granted by then that character loses the improved movement effects of the Flight ability, but that character can still use Carry.
If a Special Power (indicated by a black box around the combat value box) grants multiple powers you only need to counter the Special Power to counter all of those Powers.
Range cannot be countered, however if you wish to prevent a character from making ranged attacks you can use one of the characters who grants Battle Fury (http://www.hcrealms.com/units/ffwol001.jpg).

"Flight" is not .
Flight is a combat ability.

That is the combat ability that is countered when you counter "Flight." It has nothing to do with Carry.
You cannot counter . Possession of gives you possession of both Flight and Carry.

My last response didn't hit everything....
Anyway, first of all, none of that says "may use" in it. They say "can use" instead.
But, you are on the right track. The indomitable is a good example.
You begin with the symbol. This cannot be countered because is is a symbol. The PAC chart tells you what combat abilities are possessed because of that symbol. ("Different combat symbols indicate the type of character and the combat abilities it possesses.")
Beside the symbol, it tells you that that symbol gives possession of the Indomitable combat ability. Combat abilities which are possessed can be countered, so you can counter Indomitable.
Indomitable says "This character can use Willpower." There is no possession of Willpower, so Willpower cannot be countered.
Improved Movement/targeting are combat abilities and are subject to counter. And when you counter improved movement/targeting you counter all of it and not per symbol.
Both "Throw a Grenade" and "Epic" are trait abilities and therefore cannot be countered.
Joe Blow has IM: Ignore Hindering, Ignore Blocking; IT: Ignore Characters.
I declare the use of Outwit on Mr. Blow's. . . what?
Are you saying that one use of Outwit hits all three of the above? Or just both IMs or just the IT? It SOUNDS like the latter, but I want to be sure.

Look at you PAC and you will see that there are two combat abilities listed...Improved Movement and Improved Targeting. Those are the things you counter.
