Scenario. I'm playing Brotherhood teambase at 100 points and GSX FF Professor X. I Use Solo adventure to drop of Magneto next to Prof. X and immediately Merge into Professor X/Magneto Duo figure. Can the Duo figure now pick up a hammer from the Book of Skull even though the Solo figure from the TBase wouldn't be able to on it's own?
Well for one, you can't use the BoS on a team with a team base in any way. BoS is assigned to the team, and TB's can't be assigned a resource. They can't even be on the same team.
As for Merging... eesh, i can't answer that one

Like already said, you can't play the Book of Skulls with a team base. But let's say that instead of the BoS, you had assigned the Infinity Gauntlet to Professor X. Because game effects carry over to replacement characters, the Professor X/Magneto duo would also be considered a team character and as such could not have a resource assigned to them, so you could not even do the merge as it would result in an illegal situation.

Link to this ruling? It's been perfectly legal in the past for characters to be assigned Resources. They are not .

Team Bases can't be assigned relics or resources at all. Any resource that is assigned to your whole force (Penguin, Book of the Skull) is incompatible with a Team Base, and can't be played on the same force. I seriously thought this was common knowledge by now.
So far as I know, merging a figure that's on a Solo Adventure into a duo is legal. But any instance of that figure is still considered on a Solo adventure, and is unable to make any relic rolls or hold a relic or resource.
A figure who merges in to a duo (GATTAI-DA!) is still considered to be partly the figure that is on the solo.
So a character holding a relic or resource can't merge with a character on a Solo Adventure. A duo made up of a character on a Solo can't pick up a relic.
In fact, even if you merge a Solo and someone else into a duo, then split into a different version of the Solo character (A different Magneto, in this case) he still couldn't pick up a relic. Go figure.

I said nothing about -characters not being able to be assigned Resources. I said that team characters may not be assigned resources.
The rules for team dials say:
Teams and team members can’t be assigned resources, can’t roll to pick up a relic, and can’t become a pilot of a vehicle unless a game effect specifies otherwise.
Merging a solo adventurer with any character makes the new duo a team character as well, per this line from the PG:
Game effects that are applied to a character prior to replacement are applied to the new character accordingly. If the replacement results in multiple new characters, then the game effects are distributed as decided by the characters‘ controller.
