My question is, does the attacker using pulse wave from the defender using mystics? The reason I ask is, because pulse wave ignores game effects and mystics doesn't say "after action resolves deal 1 unavoidable damage."

Mystics will be ignored while the character that can use it is taking damage. Since it is being ignored, it will not trigger and the attacker will not be dealt any damage.
