The S.H.I.E.L.D. ata card says "The maximum number of squares between a friendly character and its target when using Outwit, Perplex, or Probability
Control is increased by 1 for each friendly character using this team ability, to a maximum of 16 squares"
Whereas the words under the picture say
"When a friendly character using this team ability uses Outwit, Perplex, or Probability Control, modify its range value and the minimum range value for the power by +1 for each other friendly character using this team ability."
Which is correct? If the picture of the card is correct, then if if i have 10 figs with the ata, and none of them have a range, can i still pc from 16 squares?
if its the second, for a 0 range pc i can go out to maximum of 9 squares?
Any help would be appreciated. i hope it's the first.
The language of the second definition is correct. It's taken directly from the June Player's Guide, which updated the ATA to reflect the change in language for the relevant powers in the 2013 PAC. Why heroclix.com continues to link to an older Modern Age PG than Golden is beyond me.
That said, it has little bearing on your hypothetical. You're forgetting about the rule of minimums (core rulebook pg 7, just below the rule of 3), which indicates that a minimum value isn't subject to the rule of three and trumps all else. Your hypothetical agent would use a replacement range value of 16 when all was said and done and since there is no longer an upper limit, it could actually go much higher if you had even more agents in the field.

The range boost would cap at +3, but I think the minimum range value would continue to go up, since it's not an actual combat value.
So a character with a range 0 still has a 'minimum range' of 6 when using Outwit or whatnot, and I would think the ATA would boost that without regard for the Rule of Three.
90% of rules questions are answered by RTFC. Most of the rest are answered by a proper grasp of English and common goddamn sense.
