Is it legal to assign multiple rings to one character at the beginning of the turn?
According to the card:

Ring Selection - At the beginning of your turn, you may choose a Ring, remove it from the Power Plant and place it on a friendly character's card. That character can use that Ring's effects as if it were a relic. When that character clears, return any Rings on its character card onto the Power Plant.
I don't see anything limiting it to just one ring.

I pick a ring this turn, put it on Puck. Puck takes an action, so he doesnt clear. On his next turn, but gets another ring, takes an action, and does not clear. so he now has 2 rings that he will be returning the 3rd turn when he clears.

You can only choose one ring at the beginning of your turn. Choosing "a" ring means just choosing one. You also have this line from the PG:
Once you choose a ring, you can't go and choose another ring as you already used that game effect.

CLEARING ACTION TOKENS
At the end of your turn, after you have finished taking and resolving all of your actions (including free actions that occur “at the end of your turn”) and declared your turn to be over, remove all action tokens from each of the characters on your force that did not receive an action token this turn. This is called “clearing” your action tokens.
By definition not giving an action is clearing, so you can't keep assigning. Free actions get around it though.

Now if it was worded this way...

This is called “clearing” your action tokens.
If a character is on its top click, (thus cannot heal) would it be considered cleared even though it didn't heal?
Can a character without any action tokens have its action tokens removed?
I understand your point; that it falls under the "cleared" category since it wasn't given a token this turn.
But this line "This is called “clearing” your action tokens."
Makes me think his action tokens are NOT cleared since he has none to cleared.
To me it makes sense both ways, so we might need some official help.

All is any number, and the net would be your character has zero damage at the end. When you say 1 damage you are quantifying an exact amount.

Of course I don't mind being wrong, so if anyone more knowledgeable wants to take this, be my guest.
"Clearing" is the process of removing the tokens from the characters that qualify, ie did not receive a token that turn. If no tokens are removed, even if the character would clear tokens, it does not actually "clear" since there is nothing to clear.
My favorite character to "stack" rings with is Absorbing Man from IIM. He's got the Masters of Evil TA to put off clearing as long as he can keep going and has the power that lets him copy a ring (or any relic) off another character.
