I missed the "after actions resolve" and any implications it might have. I may not be correct in that case.
Incap doesn't deal damage normally. It only assigns a token. It's the token that deals the damage, which is why Incap doesn't trigger Mystics when assigning the second token, but does when assigning a token to a target with two.

When a character using the Mystics team ability takes damage from an attack, the attacker is dealt 1 unavoidable damage. This damage is not an attack.
Incap PUSHING Damage doesnt come from the attack, it comes from pushing. The timing has little to do with it.
Now, I think an argument can be made, but it will hinge on whether the damage is from an ATTACK or not as opposed to when the damage occurs.
I would argue this is damage from an Attack and should trigger Mystics, but thats just my opinion.

Incorrect, when is just as important as why. When is why Incap and BEB don't trigger mystics.
The more I think about it, in this cases and most cases the "when" does play a large role in separating the damage from the attack since it does occur after the attack resolved.
However, I dont think that is a necessity and we should be careful not to think there is a hard and fast unwritten rule.
A power could be worded:
"Give Close x a Combat Action...After actions resolve this attack deals 1 damage if y"
In this case the damage could come from the attack during a different phase of the game.

I think that if you hit the target with 2 tokens, thus dealing the target 1 penetrating, and you roll the CRIT - it should be 2 penetrating, even though Incapacitate is an Attack That Deals No Damage.
It has been ruled otherwise, but I'd love it to work.

If it happens after action resolves than it will not trigger mystics, unless it is an actual attack outside of an action, but I don't think that exists.

You can modify Damage DEALT on No Damage Attacks. The only current restriction on No Damage Attacks is that you can not modify Damage VALUES and no Crits.
