During the first round of the game, characters that have not been given an action, placed, or moved can’t be targeted by opposing characters, knocked back, attacked, or damaged, unless a game effect that does so specifically states that it occurs at the beginning of the game
This rule sets out a bunch of things that you cannot do and when you cannot do them.
The things you cannot do
-Targeted by opposing characters
-Knocked back
-Attacked
-Damaged
As long as
-It is the first round of the game
AND that character has not been
- Given an action
- Placed
- Moved
With an overall exception being that anything in the 'things you cannot do' section are allowed if the effect
-specifically states that it occurs at the beginning of the game
How does all of that work with damage transfer effects? Take the two following instances.
Hypo 1:
Player A goes first and gives a free action to veteran D10 brainiac, and then passes the turn opting to not give any other actions to any other characters.
Player B then TKs up Ultimates thor, who then uses running shot to attack brainiac. The attack is successful.
Player A attempts to mastermind the damage away to Joey the Snake, who is adjacent to Brainiac.
Quote
MASTERMIND When this character would be dealt damage, you may instead choose to have all the damage be dealt to a single adjacent friendly character with a point value less than this character’s. Any additional effects of the damage dealt (knock back, penetrating damage, etc.) are applied to the character taking the damage. Damage dealt by this power is not an attack
What happens, and Why?
(I personally think that you will just not be allowed to use mastermind, given the current policies in regards to attempting to do illegal things, you just generally cannot make choices that result in illegal game-states, and since the damage from the attack cannot be dealt, due to FRI, you are not allowed to mastermind)
Does the answer change if instead of Brainiac, thor attacks WXM Magneto, who has the New Mutants ATA and is trying to transfer it to WXM shatterstar who also has this ATA? If it does change your answer, why?

Whenever a character using this team ability would be dealt damage, you may give an action token to an adjacent friendly character using this team ability. If you do, deal all of the damage to that character instead.
Finally, compare these to a transfer from WXM 57 Cyclops (the target of the attack who is not under FRI), who transfers damage to WXM 59 Colossus, using colossus's trait.
Quote
PHOENIX FIVE: When a friendly character with the Phoenix Force keyword would take damage, you may transfer up to 2 of that damage to one other friendly character with the Phoenix Force keyword as unavoidable damage.
(I am under the impression that the answer is the same, because 'giving action tokens' is not something that turns off FRI. And as noted above, I think you cannot do it, because it would create an illegal game-state).
Things to keep in mind.
FRI does not distinguish between HOW the protected character would be damaged, or where the damage would come from (though I would argue that the "opposing characters" part is intended to apply to targeted, knocked back, attacked, as well as damaged. However recent threads about mole-man targeting friendlies through FRI seem to indicate this might be otherwise. In this instance it doesn't matter, since the damage is still undoubtedly from an opponent anyways)
In the case of Colossus, FRI protects from all kinds of damage, including the unavoidable damage that colossus turns the attack into. (meaning that even if it is unavoidable because colossus made it that way, it wold still be able to be stopped by FRI, since it is not being ignored, reduced, or transferred after the point it becomes unavoidable).
Though it doesn't appear that we ever got word back from the cave on if there is any intention to change his ruling, or if he was totally correct in how it works.
