1) If hope summers uses Omega Level Mutant on a character that possess move and attack, can she use regular hypersonic speed? I mean, she copies powers characters can use, not combat abilities... what if she's adjacent to iron monger? Does she get regular perplex, or the perples under Iron Monger rules?
2) WHen the X-Men blue base uses NON-PETEY CANNONBALL, it says "Wolverine may be given one additional action as a free action this turn". Does it means that wolverine has to be given a regular action this turn in order to recieve this aditional free action?
3) Let's say i'm using justin hammer from IIM (either one), I give him brilliant tactician AND the hammer industries ATA. Assuming he's on a click in which he can use regular perplex, can he use perplex twice, one using the normal rules for perplex and brilliant tactician, and the other one using the rules of perplex, brilliant tactician AND the ATA?
4) Can team bases use feats? (In golden age games of course) What about ATAs?

She would only get powers characters possess. If it just allows the "use" then she will not be able to use it.

It just allows Wolverine to make an action as a Free Action.

You can only activate Perplex once as a Free Action Per Turn Unless A Power/Ability state otherwise.

The Restrictions of what a Team Base and its characters can use are printed on their cards. Feats and ATAs are not listed to my knowledge.

Characters using this team ability can use Perplex, but only to target a character with the Armor, Hammer Industries, or Robot keyword. This use of Perplex may not modify damage values, and no character may be targeted by this ability more than twice per turn. This use is in addition to any other uses of Perplex."
SO Justin hammer could use perplex twice, one by his one power and the other under the rules of his ATA... I'm just wondering if the perplex gained by the ATA could benefit from the brilliant tactician feat...

Yes, but it would still use the same limitations for all Targets.
*Note: this is why it is always good to quote all powers and abilities when you post a question.
