Does this mean if Saturn Girl is assigned the Electro Blast Ring (giving her in total) and she targets two characters with Strongest Mind There Is, but only 1 target has a token, she only gets +1 to attack against that specific target and not against the other?

That is correct.

Um, my question was to make sure the figure was as weak as I wanted and no stronger.
I never attempt to "cheese it up". I simply want the written rules to be written to match intent, so the figures are played as intended. When it comes to power level, I also prefer things to be less powerful and less abusive when we're waiting to hear from design or waiting on a ruling in the cave.
