Yes. They do. Water is hindering terrain for movement purposes. So anything that ignores hindering for movement will ignore water terrain.

First, I would like to thank everyone who responded to my question. Second, I have read the rulebook, players guide, and PAC several times over and over. However, if a player at my venue questions a call I make, I stick by my guns and turn hear for conformation. A player at my venue said that it since improved movement came with water having it's own color, that ignores hindering characters don't ignore water. That didn't sound right, so I turned here to make sure I was making an informed decision.
DarthUr, while I am not personally offended by your sarcastic response, I would like to remind you that we are a constantly growing community and not all of us have been on this site for ten plus years. While I appreciate a sense of humor, I can see why a couple of my players choose to just lurk on the realms instead of joining the group. When simple questions get such base responses, it is a bit of a turnoff.

A tip is that when someone brings it up is to ask them this rethorical question: "So entering water terrain will make a flier stop?"

I'd say that the oppurtunity was missed allready when they came up with the box colors for the improved abilities. Yes I know that the rules hasn't changed with improved movement. However when looking at the box colors and what they are ignoring you cannot avoid noticing that they correspond to the terrain outlines on the map. And thereby making the assumption that they ignore terrain of that specific type. Which is true for all but the green square. Which ignores both green and blue.
there is a guy at my venue who still can't wrap his head around this and the "free actions before the beginning of your turn". I try to IM through water and outwit his damage reducers before poisoning him as much as I possibly can cuz I'm sick of him looking through the rules for a counter then stating "well, I still don't agree with that" EVERY &$%#ING TIME.

Exactly why the PAC needs to make it clear by adding the blue box.
Yes, the rules do make it clear, and its always been so, but EVIDENTLY, it's no longer enough. Instead of being stupidly stubborn about it, just give the people what they EVIDENTLY need, a blue box in the IM hindering descriptions.
If it was as clear as most of us believe, this question would not be asked. Every. Single. Week.

Better make sure we add it to the IM:targeting description too, otherwise we're gonna have some confusion/more confusion.

Well, in his defense, the large community has a large history. That is where the use of the search function could have have eliminated this thread before it was posted.
