A character with a 0 range could not normally make a ranged attack. From the core rulebook:
If the range value is greater than 0 and your character is not adjacent to an opposing character, then your character can make a ranged combat attack.

While there's no character with vanilla Pulse Wave and a range of zero (there are several characters with a special power that grants Pulse Wave "as if it had a range of..." on a figure that otherwise has 0 range), there is a figure with Energy Explosion and a range of 0, chase zombie Spider-Man #220 from Supernova. This figure is generally considered the most blatantly erroneous figure ever made that didn't receive an erratum.
First example that comes to mind: Smasher would need a Perplex assist to get his range up to 1, then he could use his Exospex Download power and choose Pulse Wave with a blast radius of 1 (actually .5 but rounded up to 1). A nice way to give every adjacent a click of unavoidable penetrating damage, or a nicer way to dump all your damage into a single adjacent opponent.
