Here's the powers:
Pulse Wave
Give this character a ranged combat action, even if it is adjacent to an opposing character; the area of effect for this attack is half the character's range. Draw lines of fire to all other characters within the area of effect, including at least one opposing character; these lines of fire ignore all game effects except for walls, blocking, and elevated terrain. Game effects possessed or used by characters with a line of fire drawn to them are ignored until the action has been resolved. If a line of fire is drawn to more than 1 character, this character's damage value becomes 1 and is locked. Each character hit is dealt damage.
Force Blast
Give this character a power action and roll a d6; a single adjacent opposing character is knocked back from this character a number of squares equal to the result. When this character hits with an attack, you may choose that it generates knock back if it doesn't already.
Here's the questions:
1) A figure with PW and FB hits a foe with PW. Is the target knocked back even if Combat Reflexes or Charge are being used after damage is dealt?
2) If a target knocked back by a FB PW incurs knockback damage, are any damage reducers/ignorers used by the target ignored?
3) Is any single-base figure, regardless of damage symbol, knocked back?
(Like the single-base collossal Kaiju from Pacific Rim)
4) Can you think of any strange interactions with this I may have missed?

PW ignores all game effects used by the characters until the action resolves. So, when determining knock back, Combat Reflexes and the like are ignored.

Again, everything is ignored until the action resolves. Damage reducing powers would be ignored, too.

Unless they have some effect that can't be ignored, yes.
So you can knock back multi-base dial figs and colossals and giants with Pulse Wave?
No. You don't ignore the size of a base. If a character physically takes up two (or more) squares, then it can't be knocked back.
The OP specifically asked about a normal, single based character that had a different damage symbol. PW can knock those guys back since you can ignore combat abilities with PW.
GREAT SIZE
This character ignores opposing character’s Plasticity, can use IM [elevated], [hindering], [outdoor blocking], [move through characters], and can’t be knocked back. When this character makes a close combat attack, it may target characters on higher elevations. This character may draw lines of fire (and have lines of fire drawn to it) as if the character occupied the elevation equal to or greater than the elevation it occupies, using the elevation level with the least restrictive line of fire. This ability can’t be countered.
Nothing in Great Size says you can't ignore this ability, so PW can ignore it.
