Specifically what kind of sharing? Do you mean sharing dice with someone in the same game as you, or sharing with someone else who is playing in a different game?
I don't believe there is an official rule, but as long as your judge okays it and it doesn't impede the tournament flow, it will probably be okay.
The comprehensive tournament rules 1.2.9 says that "At their discretion, WizKids or the venue sponsoring the event can provide standard objects, dice, maps, and/or tokens. WizKids or the venue sponsoring the event can dictate a policy requiring the use of specific objects, dice, map sizes, and/or tokens."
I don't think dice are mentioned anywhere else, don't know if Wizkids ever stipulate that specific dice are used or are shared in an event. If you have a query about a particular tournament you should speak to the judge or the venue to see if any specific rules are in place.

But... if a judge/venue makes that rule, according to 1.2.9 above, it would be legal.
Since judges and venues can make up whatever rules they want for a particular tournament then yes of course they can stipulate players have to share dice. They could also stipulate that each player has to share the same set of clothing for each game, obviously the activate player would choose one item, then their opponent choose another one until all the items of clothes are worn. Whether anyone would want to play in said tournament is another matter.

My venue actually has a house rule like that. Basically if you feel there is a legitimate reason to justify it, you can request at any time to use your opponent's dice.
