Power Battery has the following power:

(3) Form a Construct Give the Power Battery a power action, remove a Construct from it and replace it with a Construct from outside the game up to 2 points higher than the one removed. If the new Construct is a lower point value, this is a free action instead. If the new Construct is a higher point value, this is a double power action instead.

What happens when the Power Battery is in proximity to a character like Leech?

POWER NEGATION: Other characters within 6 squares can't be given power actions.

The Power Battery uses its powers as if it were a character, so it should be affected.

My impression is that when using Form a Construct, it always starts as a Power Action, so it cannot use Form a Construct at all within 6 squares of Leech.

Along similar lines is AvX Professor X's power...

I CAN'T LET YOU DO THIS: Professor X can use Mind Control and is not dealt unavoidable damage from it. Opposing characters within range must be given double power actions instead of power actions.

How does this interact with the power?

Based on my prior thoughts, the Battery would have to start by being given a Double Power Action, and since you can't give DPAs as free actions, no matter what point value of construct is chosen, it can't be turned into a free action.

But it is a resource not a character. How would this affect the effects (brain melted there). I am curious of this debate.
