When choosing to copy an asset from a friendly character, does the character have to be one on a solo adventure from the team base? Or can it be a character who did not start off on the team base, but has an asset ability that can be used by the team base?

It does not have to be a character on solo adventure. You can choose the asset ability of any character that could be used with the team base but is not attached to it.

Just note that you need to bring that character's card if it's not included in your force/sideline.
