Can Bystanders be given an action the turn they are made?
Ive looked up an down the 2014 rulebook and couldnt find anything about this, but ive heard several times, that bystanders that are made like EVA from fantomex, or karu-sil's pack couldnt perform any power actions the turn they were made.
not sure where that rule comes from or why everyone seems to "know" it. but i couldnt find it.
see this i know it had to come from somewhere as multiple people from different venues have heard of it.
There have been plenty of rules that scads of people have played wrong with no "history" of once being correct.
For example, Line of Fire being always established when adjacent has never been a part of HeroClix and yet hundreds of players believed if you were adjacent to a stealthed figure you could outwit them.
"Then how can I punch them?", would be the follow up question, again showing a fake rule that never existed: You need Line of Fire to make a close-combat attack...
Placing a token to use themed team prob control has never reduced your action allotment your team could take - and yet there are / were plenty of players who on a 3-action team would use themed team prob control and think they had 2 actions left.
The Bystanders can't act probably is a bastardization of figures being unable to act after being carried meets when you use Outwit, hit a mystic and then gain a special power that gives you Outwit - you can't use that new outwit because you already were given a free action to use Outwit.
The brain makes some interesting connections and there is enough exceptions, changes, and blanket rulings to confuse most people.
Visible Dials and Pushing Damage need to be optional. This is the way.
So... the answer is "no, EVA cannot make a move action after Fantomex creates her"?
No, the answer is "Yes, she can push to attack, die. Fantomex can make another EVA and that EVA can move since she was not given an action this turn." Fantomex creates a "new EVA" each time.

okay, i'm not quite grasping this. correct me where i am wrong.
beginning of turn:
1. Fantomex has one action token on him and there are no friendly EVAs on the board, so he creates an EVA.
2. EVA is created. Takes a move action and flies eight spaces. She now has one action token.
end of turn.
Am i missing something? Was EVA supposed to have an action token from being created by Fantomex? that would explain EVA pushing and dying because of the eight square move.

What Tyroclix was speaking of was an allread created E.V.A. that had an action token since before. That E.V.A. is given a non-free action and pushes to K.O.
Then Fantomex creates a new E.V.A. And that one comes in without any action tokens and can be given a non-free action that turn since she is a new E.V.A.
No the referense was that EVA already exists on the map.
Maximum cheeseness...
Say you have Fantomex on the board with one token in your starting area and there is an opposing character (say Wolverine) tieing him up. An EVA token is across the board already. Use EVA's Outwit to counter an adjacent characters defense and push her to attack. This kills EVA and her bystander token is removed. Give Fantomex a free action to place an EVA token adjacent to him on the board. Now the new EVA carries Fantomex away from harm and then can also use her Outwit.. because it's a new bystander.

To directly answer your question:
Fantomex has an action token. He uses a free action to create EVA.
You now have a Fantomex and an EVA on your team, along with 158 (or whatever) points rounding out your team.
You have 3 actions on this 300 point team.
You can give an action to EVA, leaving 2 actions left over. You can give an action to Fantomex (if you want, pushing him) or you can choose to clear him.
Let's say you use EVA to carry Fantomex. EVA gets an action token and Fantomex clears.
Your opponent acts . He ends his turn.
Your next turn, EVA attacks an adjacent opposing character. The second token KOs it.
Fantomex now attacks, getting an action token.
Now that Fantomex has an Action Token and there is no EVA on the map you can give Fantomex a free action to create and EVA.
Since you have 1 action remaining and THIS NEW EVA has not taken an actin this turn you can give EVA and action to attack or carry Fantomex away.

I think the confusion comes in because people are treating it like split/merge and think of the bystanders as replacement characters, but that's just my opinion.
