I am sorry if this is kind of stupid question. BTW, English is not my first language and I got a little confused. Mimimum range of Outwit and Perplex at 6 squares, does it mean if you want to use these two powers?:-
1. target character must be at least 6 squares away, making characters with range less than 6 unable to use these powers at all.
or
2. if the character that has these powers have range value less than 6, it is considered to have range of 6 for these powers. Target characters can be anywhere as long as it is in line of fire.
1. The target character has to be within six squares, 1-6 squares OK you can outwit or perplex them, 7 nope. Note you can only outwit one power or perplex one value unless it says otherwise
Also, the minimum range only kicks in after ALL replacements and modifiers
So if you had Superior Spider-Man (range 4) with a Mk II Spider-Bot attached
MARK TWO: A themed team may include Spider-Bot and is still a themed team if it includes a character named Superior Spider-Man. When Spider-Bot is attached to a friendly character named Superior Spider-Man, the range value when using that character's Outwit or Perplex is doubled.
SSM's range is doubled to 8, which is above the minimum of 6 (you do not double the minimum!)
Also, the minimum range only kicks in after ALL replacements and modifiers

This is only partly correct. The Minimum Range Value is a replacement value. So as the controlling player you can choose which replacement range value to happen in which order...
So look at the new Destiny. She can use PC as if she had a range value of 8. That is a Replacement. So as the controlling player you would have her value first be replaced with the 6 for the min and then with the 8 for her power.
After replacement you can then modify. So lets say I have a character with 5 Range and Outwith. I can modify the character's range by +1. So now I go to use Outwit. Outwit checks to see what my range is, it sees that it is a 5 so it replaces it with a 6. Now my modifiers kick in and my range goes up to a 7. It is always Replace then Modify.

That is incorrect. A minimum value is not a replacement value.
Rulebook pg. 7:
Quote
If a game effect specifies that a combat value has a “minimum” value and the final result of calculating that value is less than the specified minimum, use that minimum value instead
The only time you can modify the minimum range is if the power or ability specifically says it can (Hydra ATA, IIRC)
Minimum range only kicks in after all modifiers and replacements, as it very specifically states in the rules on page 7
Derp you are correct. I found what I was thinking about and it had to deal with the SHIELD ATA. It was described as working "like" a replacement value without actually being one.
See kids this is why you should always go back and confirm what your memory is telling you instead of just trusting it

Thanks for clearing that up guys. I figured it doesn't make any sense if a character with range less than 6 cannot use outwit or perplex or the target must be exactly 6 squares away. I just have to be sure.
