Hello, I was wondering, Fin Fang foom has his own rulings. one of them says he ignores psychic blast as well as team abilitys or effect that duplicate effects of those powers. well the EFFECT of psychic blast is you do penetrating damage. So does that mean If the opponent has a click that says this unit does penetrating damage, it does not work?
He'd still be dealt penetrating damage from anything that isn't Penetrating/Psychic Blast. The "duplicate effect" clause is pretty much meaningless in today's environment - I think it was added to cover cases like the old Batman Ally TA that had the same wording as Stealth yet was not Stealth. But the ruling has been established a long time: A ranged combat action that deals penetrating damage is not the same thing as a Penetrating/Psychic Blast.
I having a hard time understanding why not. Most other colossal figures, even old G and newer ones than him, say that they ignore any duplicate of the power. foom specifically says that plus or powers that duplicate the effect.
Honestly, it's a poorly worded power, and there has been a lot of confusion about what exactly "duplicating the effect" means. But the ruling that ignoring Penetrating/Psychic Blast does not let you ignore any penetrating damage dealt by a ranged combat action goes at least back to Crisis and Darkseid, so it's at least 6 years old. Foom was already out at that time, so I am very sure he wouldn't be dealt damage unless the ruling has changed.
Honestly, the best bet to get a different answer would probably be to e-mail [email protected], as that is the only official method for rules inquiries. The ruling could have changed in 5 years (well, most likely the last year if I am unaware of the change), but if you want to know the official ruling for sure that's the path you have to take.
FWIW, I agree with Quebbster as well, but I wanted to add in that if it worked the way OP suggested, that also means that ignoring penetrating would also translate into EW. I'm not able to see his special rules right now (whether it calls out EW or not), but if it also lists that he ignores EW, then the PB statement that OP hopes for would be pointless.
Regardless, Quebbster is right and it's already been ruled on when Foom was a current character and retired figures are almost never ruled on for changes/errata unless it's already been done.
