Can a tiny character be targeted by a normal size character while it's in hindering terrain?

Yes. They act as any other character would when being targeted if they have proper line of sight.

They will get +1 to defense for Tiny Size and +1 to defense because the line of fire is hindered if it is targeting for an attack, but they can still be targeted.

It just means that they'll get +2 to their defense for ranged attacks, one for being tiny and one for being in hindering.

Please quote the effects in question. It helps eliminate confusion and makes sure we all know what is being discussed. For reference:

VIRUS: Despotellis does not require opponents to break away. Despotellis does not block line of fire and cannot have its combat values increased.


Virus mentions no exceptions; he just straight can't have his combat values increased. So it doesn't matter that he is Tiny and it doesn't matter that LOF is hindered... Despotellis can't have his combat values increased.
