from what i remember, pc isn't considered a free-action but its a non-action. i would quote a ruling but i couldn't find the relevant thread.

if pc is a non-action does Agent 13's trait have any affect on pc? i would have to say no.

Probability Control is not an action of any kind. It just happens.
