When a friendly character using this team ability uses Outwit, Perplex, or Probability Control, modify its range value and the minimum range value for the power by +1 for each other friendly character using this team ability.
S.H.I.E.L.D.Adjacent friendly characters modify their range values by +1.
Give this character a power action and choose an adjacent friendly character.
The chosen character modifies its damage value by +1 while adjacent to this
character and making ranged combat attacks this turn.
if i had a team with 3 characters with the shield at a and 2 characters with the shield ta adjacent to a piece with 8 range and outwit, will the piece with out with have 13 range outwit?

The Rule of Three would cap you out at 11. The ATA sidesteps the Rule of Three to an extent because modifying the minimum range (imposed after all other replacements and modifications to range have been calculated) does not constitute applying a modifier to the range value itself. As such, you can use the SHIELD ATA to modify the minimum value beyond +3 but, in your example, the resulting minimum would still only be 9 and so the characters maximally modified range value of 11 would be used instead.

Yep. There was more than a little debate on this at the time the ATA was released but that was the ruling.
EDIT: Specifically 4 other SHIELD ATA members, so 5 including the one doing the Perplexing.

This ruling seems counter-intuitive to how the rule of three should work. Character B makes sense but I feel like character A should be capped at 9. I get it because of the wording but still seems kinda crazy.
I agree that it's counter-intuitive but I also think that it's impact is very minimal in game and that it's not gonna win you the game if you 'abuse' it so nobody bothered to tweak it.
so the at a can boost the minimum range beyond the rule of 3, but if the range is more than the minimum the rule of 3 applies?

If you have 4 characters with the ATA your minimum is 10 squares. This does not modify your range at all. So for Char 8 With 8 Range it could only Perplex up to 10 squares away using the minimum value. If you Perplex his actual range value of 8 by +3 with either the SHIELD Team Ability or Perplex then the rule of 3 would come into play and your maximum would be 11.

The ATA does not boost your range. Period. All that it does is modify the Minimum Range value for Outwit, Perplex, and Probability Control.
There is no rule of 3 for modifying the minimum range value for a power, because that is not a combat stat. Only Combat Stats are subject to the rule of 3.
If you Perplex the character's actual range value, then the rule of three would come into play and you could only gain a maximum of +3 to your actual Range Value.
Also note that you can perplex any stat you want by as much as you want. However, the maximum that you can actually modify it by is a net of +3 or -3. So I could Perplex my Defense by +20, but the Rule of 3 would kick in and the net result would only be a +3.

I've not actually seen the PnP card for this ATA but, as written in the Units Section and in several other unofficial sources, it does appear to modify the character's range value as well as alter the minimum range. Here's the Rules Section's version with my bold:
Interesting... I just got one that I traded for that doesn't include that text... So either I was had and it wasn't the official ATA given out at Origins or the Units section is wrong...
Need to check the Player's Guide.

That makes sense. I was quite surprised by the text quoted by the OP when I weighed in the first time round.
