Ok, so a few things have come up the last few months where I play that I was curious about. I think I knew the answer but wanted to make sure I was on the right page with them
1) If I put a barrier up in front of my figure, can an opponent on elevated terrain see over my barrier? I assumed you could. Similarly being elevated lets you see over other characters, right? Assuming those characters aren't giants or colossal or something.
2) Can I use a theme team re-roll and assign a token to the character that the re-roll is being used on? Essentially a character using the re-roll on himself/herself. I assumed you can't.
3) Can I assign constructs to any piece, not just the Green Lanterns with the little slot (I know all the constructs have a point value). I didn't think you could.
4) Does a crit hit always go at least 1 damage? So for example if I only have 1 damage and my opponent has invulnerability, can I still do one with a crit hit? I assumed you would do 1 damage.
5) Invincible is 'only take half damage'. That's half damage rounded down, right? So 5 damage would result in only 2 taken. Along that same vein, Despotellis's 'penetrating poison' power would really only hurt an invincible figure if they have 2 tokens, since invincible ignores the penetrating part.
6) With the newer energy explosion rules and multiple targets, the way I read it is that if you're one of the targeted characters with the attack you will not receive any splash damage. Is this still true if the attack hits one character but misses the other? Would the missed character not take any splash damage provided he's next to the hit target?
7) Also with EE, to receive splash damage I still have to hit the defense of the other characters right, not just the target? So if the target has 17 def and the character next to him has an 18, and my roll hits the 17 but not the 18 then that character would receive no splash damage, correct?
8) The only thing that pulse wave doesn't ignore is elevated and blocking terrain, right? Does it ignore hindering?

1. Nope. You can only see over figures on elevated terrain. Blocking terrain will get in your line of sight.
2. I don't think so, for specifics if you check the rule book on the team prob stuff there's reasoning.
3. Only if you are using the Lantern Battery resource. Otherwise, they do need that little slot.
4. I don't think it always does at least 1. It always results in a hit though, no matter the defense I believe.
5. Invincible IGNORES half damage, rounded up. Always round up in HeroClix. That means 5 damage, you ignore half rounded up, you will take 2 damage since you ignored 2.5 (rounded to 3). Invincible characters won't really take poison unless it does more than one damage. And since they don't reduce damage, they IGNORE it, penetrating has no additional effect other than how much damage it should be doing.
8. Pulse wave ignores hindering. It also doesn't ignore abilities on characters that say, "...this cannot be ignored."
I can only answer some of your questions without looking them up, so here goes:
3) you can assign a construct to any character using a power battery, making that character a corps member. It goes on their card. Without a lantern, only characters with the construct trait (the ones with the notches), can be given one when building your force. Any constructs assigned with that trait are not considered a "corps member" if you're using a power battery.
4) I don't believe a crit hit is penetrating, it gets added to the damage total, and is reducible.
5) Careful with your wording. Invincible ignores half of the damage. So as te player taking damage, I halve the number, rounding up, and ignore that much. On 3 damage, I ignore 2.

Blocking terrain between two characters on different elevations will block LOF.
Characters are not blocking terrain, however, and will not block LOF in the same situation.
See page 14 (Line of Fire: The Rim) in the rule book for more information.

Depends on exactly what is being rerolled. Generally speaking, the answer is "no" since you can't use TTPC with a character that has already been assigned a non-free action... and chances are, if your character is rolling something (attack, Regeneration, etc) it was probably given a non-free action to do so.
However, if whatever triggered the roll was not a non-free action, sure you can use TTPC with that character.

Constructs, on their own, have absolutely no rules for how they are used. You either need the appropriate trait on a character (like those GLs with the little slot) or a Power Battery resource to tell you how to assign and use a Construct.
So unless you are using a Power Battery, no, you can't give Constructs to any old character... they would have to have the right trait.

No. A critical hit increases damage dealt by 1. That's as far as it goes, damage-wise. This means a low damage attack might still be reduced to 0 or a no damage attack (like Mind Control) would still deal no damage.

This is why it is always good to quote the effect in question. Invincible does NOT say that. Instead, it says:
INVINCIBLE
Half of damage dealt to this character is ignored.
In HeroClix, you ALWAYS round up. So if it was written as you said, and your character was dealt 5 damage, it would take 3 (5 / 2 = 2.5, round up to 3). However, since it says to IGNORE half (not take half), the character actually takes only 2 (5 / 2 = 2.5, round up to 3... now ignore that 3).
Also, Invincible does *NOT* ignore penetrating damage. Ignore is a very specific term in HeroClix; the only thing Invincible ignores (per its description) is half the the damage dealt.
The reason penetrating damage doesn't work on Invincible is penetrating damage can't be reduced... but Invincible isn't reducing anything at all (reduce is another specific HeroClix term, and nowhere does it appear in the Invincible description). Since Invincible doesn't reduce any damage, penetrating damage is functionally useless.

A character that is a target will not be in the area of effect of EE. EE's area of effect only covers adjacent, non-targeted characters.
Hit or miss is irrelevant in this case... what matters is if a character was targeted or not.
Once you've established who is and who isn't in the area of effect, you do still need to compare the attack roll to the character(s) defense value. It is totally possible to successfully hit a target, but miss the adjacent character with the higher DV.

Draw lines of fire to all other characters within the area of effect, including at least one opposing character; these lines of fire ignore all game effects except for walls, blocking and elevated terrain. Game effects possessed or used by characters with a line of fire drawn to them are ignored until the action has been resolved. If a line of fire is drawn to more than 1 character, this character’s damage value becomes 1 and is locked. Each character hit is dealt damage.
Hindering terrain is not mentioned as an exception, so it will be ignored.
