Different actions have different criteria which must be met before an action ends. The token, and if relevant pushing damage, comes after the conclusion of an action.
I'll be more specific - can someone change what they are doing after they have already declared their intention?
I played in a game where my opponent declared his intent to pulse wave, moved his piece into position on the map and then when getting ready to roll I advised him he would be in range to hit two of my pieces and therefore only do 1 click of damage to each. He said that he wanted to change his position and I told him he had already declared his intentions and placed his piece so he could not change it. Was I incorrect?
Technically, no. Once you declare, you are on the hook for that action. In non-major tournys, lots of people will give you a mulligan. If I had to check everything going on on the opponents side of the, my turns would take forever. So usually, at my venue and for home games, if the dice didn't roll, there's no action.
CAVEAT! If this was happening every turn, I'd still say something about it. Let's try and use restraint and stick to the action if you declared.

I used to know the answer to this question... I'm not sure I do anymore...but to the best of my knowledge it sounds like you're describing Pulse Wave in which case...
1) He would announce he is using a Power Action to use Running Shot
2) He would take his movement as allowed by Running Shot
3) He would now announce he is using his Ranged Combat Action to activate Pulse Wave.
As such he would be at step 3 when he realized it didn't work like he wanted, at which case he wouldn't be able to change... anything really. So technically you were correct I believe. I myself would've probably let him change it, but that's me.

jtallday- Jon I wouldn't challenge you if I wasn't sure you are wrong cuz I don't have that kind of energy.
I've seen some players who use tokens to "mimic" a movement before they move the figure to bypass this issue... then they can mark the spot (without forgetting where it was), measure range and LOF from that spot, and make sure everything would work before moving the figure at all.
With that being said, I totally agree that in friendly and local games (unless it's already super-competitive), it's best just to let them "undo" anything until the dice are rolled. At higher levels (National Qualifiers and above), I wouldn't expect anyone to be so forgiving... but if players at your venue are already cut-throat, it's up to you if you also want to be cut-throat or if you want to be the "nice guy" and hope others will follow suit.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
