I'm really digging the fact that he can be used for two different forms of Mind Control: Heal your opponent's character as well as buff them so you have a better success for a hit, as well as gain access to their revived powers, or target your weakened ally and heal them up for another round of combat.
I foresee using him more for the latter, but I can see his use for the former as well. At first when I read this, my initial mindset was on the former, as I tend to use MC for defensive purposes instead of on my own guys. (I tend to forget the benefits of targeting my own guys because...I'm a 'GOOD' player). So when I first read it, I was like "Ehhhh...Ok, I guess I could see the use" but after opening my own in a booster, I reread it and thought "This...has some SERIOUS potential for only 79 points". Pretty well designed dial. His later dial AOE healing potential is incredibly nice too. He makes for a slightly 'Pricier than I'd prefer' support piece, but I think I'll be running him often.

I believe you can only target a friendly character with MC if the power specifically says you can (see Mantis for an example of this). If not specified, he can only target opposing characters.
Question: does the healing from his special ability happen after the MCed character's free action or right after Starfox's successful MC roll? At first I was thinking the former, but now I'm not sure.

Where in the rules does it say that? The power says he can use Mind Control. If it would only imply he could use it on allies, it would say as such as a limitation in the special power description box. Which it doesn't. If he can simply use Mind Control, but with an added effect, then he can use Mind Control as it's described by the P.A.C, meaning he can target allies and enemies alike.
Edit: With Mantis' power, she can use Mind Control as normal, or she can give extra buffs to her allies by following the rules on her card, as they only gain the special buffs if she uses it on an ally that is adjacent with the GotG keyword and allows her to bypass Battle Fury in this manner. She isn't restricted to JUST her allies, just to clerify.

If, somehow, the character you controlled would be KO'd (Pushing damage, or damage taken by an attack or ability they made, crit miss, etc), then they would be KO'd, and not be healed, if I am not mistaken.

Both of these are quotes from the rulebook, pages 3 and 4. Both reference making attacks against opposing characters and nothing about friendlies. You can't attack friendlies, unless it specifically says you can.
On page 10:
A character can’t target itself or a friendly character unless specifically allowed to or it uses a game effect that targets “all characters” or “friendly characters.”
Yeah, the only way for Starfox to target friendly character is if he is assigned the feat Compel. Which, admittedly, would be awesome. Since his SP doesn't say he can target friendly characters and you normally cannot attack friendly characters... He can't target friendly characters.

If the targeted enemy's click is 1 and you use mind control, and you choose 2 lower than his target's click number, do both attack values become modified by -1? and then heal -1 after actions resolve?
Clearly that wasn't the intent by the way that it was worded but math doesn't have limits and there were no limits stated. So legally if you use some perplexes you could do a mind control and then they would heal that negative number?

No, the comma's super important here and there's absolutely a limit stated. You can choose one, two, or three, and that number has to be lower than the opponent's click number. Not one, two or three lower than the click number.
In practice:
My opponent is on Click 1 - I can't pick a number.
My opponent is on Click 2 - I can only pick 1.
My opponent is on Click 3 - I can only pick 1 or 2.
My opponent is on Click 4 or higher - I can pick 1, 2, or 3.
For this guy to have been any good...AT ALL....he should beable to mind control friendly characters. It wouldve been accurate too!.
Somebody mentioned the 'Compel' feat card. BRILLIANT! Because i belive that the feat not only allows him to target friendly characters but deals them an unavoidable right after...which then in turn is canceled out because Starfox is healing them of One damage! So the compel feat actually makes Starfox friggin awesome!

Still not bad. The way it reads, the character he mind controls get the heal boost. So you pick a target that is still on it's top click, gain a plus to the mind control attempt, and the character's attack after being controlled, hopefully put a hurt on one of their other characters, and the mind control victim gains nothing. :D

He would get no bonus for mind controlling something top dial since the bonus must be less than the target's current click number (only 0 is less than 1). Still works as regular mind control in that instance, though, which isn't terrible for the points.
