CONTROL OF THE MINDLESS UNDEAD: Black Talon can use Mind Control with a range value of 8, and when he does he may target friendly characters. If all of his targets are friendly, a lower point value, and have the Monster keyword, he may use it as if had 3 bolts.
Can I used the ranged version of this power on 1 or more friendly character with the monster keyword of a lower point value if Black Talon was adjacent to a friendly character?
Correct. No problem. I don't quite get it or agree, but it is what it is.
I think it makes perfect sense. Normally a Ranged Combat attack can only target non-adjacent opposing characters. The only change that "CONTROL OF THE MINDLESS UNDEAD" does is to allow you to also target friendly characters. It says nothing about the adjacency so the ranged combat version of the mind control would still require the target to be non-adjacent. Just as the close combat version still requires the target to be adjacent.

No. Combat Reflexes is not optional and must be used when targeted by a close combat attack. Even if the attacker is friendly.

If Shape Change and Super Senses are optional, why the heck isn't Combat Reflexes?

"SUPER SENSES:
When this character is hit by an attack, you may roll a d6 before damage is dealt. On a result of 5 or 6, this character evades the attack"
"SHAPE CHANGE:
When this character is chosen as the target of an attack, you may roll a d6. On a result of 5 or 6, the attacker can’t target this character with an attack this turn and the attacker may choose another target character instead. The attacker then makes the attack unless there are no targets, in which case the action resolves without an attack"
"COMBAT REFLEXES:
Modify this character’s defense value by +2 against close combat attacks. This character ignores knock back."
One of these three is not like the others
There's no "may" in Combat Reflexes, and thus no choice involved at all.
