Can the Outsiders TA cancel out the -2 on attacking the battery??
EX. Jade from WOL uses outsider on herself attacks the power battery will it do 4 damage or 2

Attacking the Power Battery - If the Power Battery is adjacent to an opposing character or within its range and line of fire, that character may be given a power action to roll 2d6 and add their attack value. If the result is equal to or higher than the Power Battery's defense value, it takes damage equal to the opposing character's printed damage value -2. This can't be ignored.
No. Because "Attacking the Power Battery" does not modify the character's damage value. The Power Battery simply takes the printed value - 2.
That still sound like modifying to me
1) THE RULE OF REPLACE THEN MODIFY
Whenever a combat value needs to be calculated for any game effect, the controller of the character whose value needs to be calculated starts with the printed value, applies all replacement values in any order, then applies the sum of all modifiers to arrive at a final result. Remember that a locked value will override any other replacement values and modifiers

It isn't modifying the character's damage value, it's reduction of damage taken.
If it helps, think of it in these terms: It replaces the attacking character's damage value with that value-2.
Sorry Dr. Z, but I have to interject here.
Please DO NOT think of it in those terms. That is nothing at all like what is happening. Terminology in this game is very important. Using some shorthand corner cutting almost always leads to bad things as you don't ever actually know what is really happening.
What you are actually dealing with is the distinction between the three distinct forms of damage in this game.
Damage Value
Damage Dealt
Damage Taken
Damage Value is the printed damage on the dial (or replacement thereof) modified by effects which modify the damage value. Things that modify or replace this specifically same "damage value" in the text. This is what the Outsiders affects.
Damage Dealt is what is actually sent to the target. It is the the damage value modified by effects which modify the damage dealt...crit hits, Toughness, etc. Again, effects which modify this specify "damage dealt" as the term in the text.
Damage Taken is the actual number of click applied to the dial.
The Battery jumps straight to the damage taken part.
