Gone, Gone, Form of Man...: When Etrigan the Demon has a red click number, give him a power action and turn him to his blue click number with the same value. Does the player get to choose when to give the actions? The way the power reads, it must be done and is checked as soon as the turn starts. just trying to figure out if the blue clicks can be used. Still trying to figure out how his red clicks could ever be used....

Red to Blue: Power Action.
Blue to Red: Free Action.
Using the ability follows the normal rules for when you could use a Power Action or a Free Action.
The only trick is that you can only do one or the other this turn. You can't go from Blue #4 to Red #1 then back to Blue #1 on the same turn.

I think the more relevant part of the question is that he doesn't say "may" or anything like that. "Gone, Gone, Form of Man...: When Etrigan the Demon has a red click number, give him a power action..." I think the way the OP is interpreting it is that if Etrigan has a Red Click, you MUST give him a power action in order to turn him to his Blue Click. Therefore he MUST change every turn, but on turns that he goes from Red to Blue you're forced to give him a power action.
I don't know that that's the case, but I can see that being the interpretation.
Powers are non-optional (unless it says "may") but you are not required to give a character an action if you choose not to. The Clown is right.
And I really want to get this piece. He sounds really cool.
So in other words, you can never play him? The power reads as non-optional, so if don't give him the action you can't do anything else. The way it reads you MUST do these things. Yes, you can take an action and then use the free action but the power action must be given effectively making his red click numbers useless.

Giving a character an action to activate a game effect is always optional. Regardless of there being a "may" in the wording.
If not then you would be forced to always give a character actions to activate it's standard powers that require them you could not opt to not use your powers. This bcause none of the standard powers say that you "may give this character a [X] Action". They just say "Give this character a [X] action".
